Overview
The adjusted floor covers formal workers and anchors pension calculations, a fiscal linkage that makes each increase expensive for the state. Real gains were substantial through the 2000s and 2010s, then paused during austerity. With around forty percent of employment informal, the floor's bite varies sharply by region and sector, binding in the poorer northeast and less so in Sao Paulo's formal market.
